hi, i applied for fiancee visa in norway and i am here right now in Oslo just arrived here 2 weeks ago. I know someone who applied for spouse visa and she paid for her visa when she applied I think that was around 22 thou plus (not really sure). but dont worry about it, once you are here u will not pay again coz all you have to do is submit your passport to the police within 7 days after you arrived in norway and they will stamp your residence permit which is valid for 1 yr and u will just renew it every year. lucky for you coz you got married there in Philippines coz its a bit hard when you are in fiancee visa coz my residence permit is only good for 6 months and we have to get married within that said period, and after we got married i have to apply for another family reunification which will take about 7 months which is very frustrating coz if my visa is expired already I cannot be able to work here and just have to wait until my new permit is approved. plus norwegian language course is not free so i have to pay 4 thou plus NOK in order to get the training unlike if u got married already in the phil things are easy. u get free language course and no other things to process and pay. so just go ahead and pay the visa fee and dont worry anymore. good luck !
