I think it's best when you send these complaints or enquiries to the embassy in Manila to also copy and paste them into the email box at the bottom of the UKvisas Enquiry page, http://www.ukvisas.gov.uk/servlet/Fr...=1006977150196
And also mention in the email that you send to Manila that you have done so. That way they will know that their decisions or responses might come under scrutiny at a higher level.
