CFO / DFA? Help

My fiancee worked in Israel for 4 years, and has a certofcate from the DFA (Dept Foreign Affairs).
Is this the same as CFO, or does she still need to attend CFO.

It seems to be the same sort of thing so I'm not sure.

CFO and DFA are two different department if that's your question
