"The child is entitled to be registered as a British citizen under s.3(2) within 1 year (Note 3) of the birth (see Chapter 10)."
So no, the newly born child is not currently British, but a form MN1 should be completed and submitted, before the child's 1st birth .... and note there is an entitlement for the child to be Registered as British.
