can you pay even BDO in SM malls of any branch?cash? and how much is the visa fee now?

Yes, when you look at the VFS website it says : Cash over the counter
Obtain a fee receipt from any branch of Standard Chartered Bank, Bank of Philippine Islands, or Banco De Oro. Please carry a photocopy of your passport data page when you go to the bank to pay the visa fee. You can book an appointment online on the next working day from date of payment. There is a bank charge of PHP 200.00 for this payment option. Spouse visa fee is 47,970 pesos ( This is today's rate and it's subject to change )
