i have been thru the process before and paid 2 private lawyers to do the job (one working at the senate and one working for a big firm in the phils) but in the end i approached PAO (Public Attorneys Office) recommended by my mum co-teacher. I think she is better off approaching them when she is in Manila, I have used them and they are brilliant. Whereabouts is your gf in the Phils anyway?

you mean that PAO lawyer was the one who attended the hearings? or just giving you an advice?
