I guess it is not because it is a poor country, it is because of the georgraphical location. It is in the tropics hence the typhoons. Other countries has also experience natural disasters such as USA has hurricanes and tornadoes, Canada has ice storms, Australia has bush fires and Japan has earthquakes.

This was an exceptional typhoon and sadly many of the poor nations are in the equatorial regions :(
