There are phases people use to refer to the same thing, which is a General visitor visa (for tourists) or a Family visitor visa (for visiting relatives).
If she was living in Singapore it might be slightly easy to apply for one, but it's no good her going to Singapore for a holiday to apply for one.

Might be true, might not be true. Difficult to say without knowing the full facts.
In your case I think your girl is very likely to get a refusal for a visit visa wherever she applies from.
