Maybe I should file this one under "rant" section, but ...

In the Philippines, many many people have 6 children with an income of 200 Pesos per day without thinking about the kids. I find this morally reprehensible, when you think that there are free pills and condoms being handed out, and free community family planning seminars, that they don't bother to go to because they just want to play basketball, drink tanduay and chikka chikka. Then many of those choose to get their children to beg off me, because I'm the rich white man, and I should supply their kids with food and I should be the one to provide for them! I have just two words for those people ... ... but the swearing rule prevents me from expressing that thought

In the UK, that doesn't really happen so much - people are educated, til they are 16 and learn about condoms and pills etc (and don't talk about the chavs, as they are a minority)!
Maybe we should look back in history first and I suggest you to do some reading...Most of the things you written above has it's roots back from early colonisation of Philippines. If you understand its past then you might understand why it become as it is now...
Where we are now and why we have certain mentality, attitude or whatever you call it is because of what we inherited from Spanish-American colonisation.
It takes time to develop a country, it takes years to civilise people.
The ancient world has been blended with mix culture for centuries, it was a melting pot of different culture where the history has been built, where civilisation started and the society that evolves is what we are living now...

Our history is only a mere period in compare to what your country has been through for centuries...
