BUT
It is not a requirement by the British Govt.... but the Philippines
.... so to give the impression that it was "wrong" of the British Embassy not to inform you is incorrect.
The British Embassy is fully aware of UK law .... not the strange, ambigious , changing nature
of Filipino law.
So to suggest their "incompetence" is very, very WRONG on your part.
The CFO is purely a way to extract more cash from departing Filipinos, pure & simple.
I can understand a voluntary information service .... but this is merely a way to
generate more cash
