ok now .... here's the update on this issue:

well, I'll be registered with the NHS soon... my fiance finally decided to call Manchester council and ask them to have my name included in the council letter.. apparently, he doesn't have to pay extra even if he got a 25% discount on council tax.. they would just need a copy of my passport and visa... would be getting my proof of address soon and use it for the NHS registration...

i think once you have FLR your husband will no longer be able to claim the 25% reduction, if he was claiming it for single occupancy.
