Correct me if I'm wrong, but I understand that Bonus Schemes for public sector workers in the Phils were first introduced by ex-President Ramos ... and payable twice yearly [in June and December]. And, despite the critcism levelled at the present incumbent,the amounts have, I believe, been doubled during her tenure of office.
