i can understand if it was on your property (any way is snow an act of god), but anything outside your front gate, no way I'm responsible for
the water board keep putting a leaflet with the bill, saying i'm responsible for the water pipe once its passes the front gate and i can pay and they will take care of it for a year.
so for the same reason i'm not responsible for anything outside the front gate
talking about snow. some of the houses near Whitefield are covered in icicles up to 2 left long, yes 2ft hanging off the gutters and bay windows. i've never seen anything like this b4
