The problem is of course that such money is "ring fenced"; there are limits to how it may be spent.
Right now one could argue that much more be sent for the Haiti earthquake disaster. A few months ago the Philippines deserved far more money than they received for the typhoon Ondoy damage.
In this country and the Philippines almost limitless resources could be spent to improve health and treat illness. But certain illnesses, like cancer, attract a high proportion of what is available, and less emotive conditions such as mental health or physiotherapy arguably attract too little.
It's partly down to "who shouts loudest" and fires the public's sympathy; but where limited resources go is certainly not always fair; there's winners and losers.
