Whether or not this is a scam, the incubation period for rabies is usually months, so apart from cleaning the wound there's time to obtain more information, with little immediate risk of her dying (it causes several hundred deaths every year in Philippines). But if it's genuine, and she's not been immunized before, she still needs rabies vaccine (5 doses over a month) and immunoglobulin (once) as soon as possible .
