It's better if you do get a National Insurance Number (card) before you apply for a job because although as Darren says you can legally start work without one and then either apply yourself or get your employer to apply for one for you, not all employers are aware that they can do this and many employers are very wary these days in case they employ someone who doesn't have the right to work in the UK. The best thing to do would be to make an appointment with them as soon as you arrive here.
