I think every country should be judged on it's own set of circumstances.
The Philippines is predominately controlled by the Roman Catholic church so they are responsible for this particular problem there.
Lots of Sub-Saharan countries are controlled by other religions and they have their own particular set of circumstances.
With so many problems worldwide with STD's and rapid population growths difficult to imagine how anybody can be against the free distribution of condoms

And I suppose those , purportedly celibate dictatorial killjoys will be saying next that the sexually-transmitted diseases, population explosions &c., are in line with "God's Will" ... as retribution for the irresponsible indulgences of the human race, in yielding to mankind's most basic desires since the time of Adam & Eve in the Garden of Eden.

Part of the reason why Pholippines is in thbe state that it is, is because of contraception not being used. Hear 5 children is considered a lot, but there that is small and 10-14 children is pretty common. But if there is very high unemployment with a lot of families bring poor, if so many families keep having so many children, what is the country going to like in 20 or so years time?! The problem will just get worse & worse until some kind of action is taken that will offset the problems.
China had a limit of 1 child which seemed very harsh to me, but imagine how the country would be now if a large amount of families had large amounts of children like families in Philippines have?
