    Post Brownouts back in Metro, Luzon

    Brownouts hit parts of Metro Manila and Luzon starting 1 p.m. on Wednesday, as another power facility broke down, while two other power plants remain offline (non-operational), according to a high-ranking official of the National Grid Corporation of the Philippines.
