Shafi had travelled to Ireland in July 2008 on a tourist visa, along with a group of other Pakistanis who claimed to be members of a cricket team.
That Shafi had failed to return home after his visa had expired was not the issue. What drew attention to his case was the fact that almost every member of the cricket team stayed in Ireland and either married Latvian women or applied for permission to do so.
384 Pakistani men had sought residency permits on the grounds that they had married EU citizens, usually eastern Europeans. Of these brides, 116 were Latvian, 50 were Polish, 47 were Estonian and 39 were Lithuanian. Large numbers of Nigerian and Indian men had done the same. Indian men had married 36 Latvian and 28 Polish women.
