Yes, I'm afraid so ... it's a stipulation of the Philippines' Government that all Filipina/o spouses travelling overseas, must first attend a one-day counselling session in either Manila or Cebu ... and have their passports duly endorsed with a "sticker" to this effect, before being allowed to leave the country.
