here is the situation

my mate who is british living here in UK

he has holiday home in cyprus

while there he has met a philippina who is working there.
so can they fill in the visa application for fiancee there in cyprus and submit it at the british embassy there and if granted then come to the UK

or will she have to go back to philippines and do everything from there.

i dont know how to advise him,,,anyone else had a similar situation

As the Visa application is most likely handled by the British embassy in cyprus who handle all visas on line I guess best to ask them
