There are cases where the applicant has had a large sum in the bank and can help with the partnerships finances. One case from a few years back where with out the pinay having i think 10 thousand dollars in savings while the husband was not doing so well by British standards it would be unlikely they got the Visa for the Wife.
Its just normally all that is looked at is the Sponsors bank details due to difference in western and phill finances in general.
Mention it in your cover letters which if you have a complicated situation ie you will be ok but it may not seem like it on the face of it should be detailed to show evidence that there will be no problem
But If a few months would make the situation look much better then its probably a good idea to wait so the ECO can make a tick that everything is ok.
Also regardless of visa applications I would advise all especially in todays climate where money is very tight and bills seem higher than ever. Dont take any risks it sounds like you should be ok with 15k in reserve. But as you know moving countries can be very costly and having 2 or 3k spare to help you both settle would be a minimum so I do feel its quite a sensible rule although very annoying for couples.
