I'm tagalog, too although I'm not from Surrey. I'm from the Northwest England (Manchester). Hope you'll be enjoying your time in England as it's a beautiful country. I came to England on summer 2004 (May) and just like you, I felt so cold. I was shivering. I thought it was the winter bwahaha!
You'll get used to the cold and damp weather don't worry. Wait until the winter comes and you'll see a real snow hehe!... you might as well start buying your nice thick coats now to keep you real warm and cosy when winter comes... it's not as cold as Canada here but it's still freezing... you'll be alright
