My Filipino friend in Dubai is having huge problems getting a visa to visit me 4 a holiday here in UK. He is employed there and has permission to leave and also many close relations in UAE. All his assets and savings are in Mindanao. He has had one application / face to face interview turned down. I will pay for ticket and support him here and also have written a letter of invitation and provided proof of my identity.
Any ideas. Getting desperate.

What was the reason given for refusal?
I guess that a visitor visa was applied for?
Did your friend fully comply with all the required documentations? including a letter from his employer?
Take a look at the UK Border Agency website to review all needed requirements.
Then search this forum.
You will then be better able to ask some specific questions. There's a lot of experienced and helpful people here who will be pleased to help.

with the advice my friend, Terpe has given you ... we'd really need to know more about the circumstances leading to this refusal ... in order to properly assess possible reasons for a short term visa being denied.
