Maybe you can write to his local newspaper in the UK and shame him into taking responsibility for his child.
They will have a website.
He sounds like a real lowlife.
If he denies paternity at any point (always a possibility), then you will need a DNA test.
Don't give up hope, and keep pursuing him.
