how to send money to Phillipines

has any one had any usage with these new pre paid cards from lebara.. where u can simply top up wth set amounts and then the other person can with draw from certain atms......... also i believe that if you are using your existing debit card to with draw in the phils, you get a cheaper charge on a university campus cash machine..
