The new requirement for English Language test was effective from 29th November 2010. If you applied for your spouse visa before this date (as in your case) then you do not need to undertake the language test.
Your FLR visa has been issued for a validity of 27 months (Nov 2010 to Feb 2013)
The qualifying period for ILR is 24 months living in UK
However, you are able to apply for ILR 28 days before the end of the qualifying period.
If you began living in UK on 28 November 2010, then you 24 months qualifying
period would 28 November 2012. The earliest that you ILR application is allowed
to be made is 28 days before 28 November 2012. So that is October 31 2012
Now, before applying for your ILR you will need to have a pass certificate for Life in UK test. You can take this test at anytime. You will need to book the test at a Test Centre near to you. The test currently costs £34. You can take this test as many times as is needed, but you must pass before applying for ILR.

I would also suggest you review the requirements for ILR so that you can begin
preparations for some of the documentations that are required. Some of these documents need to cover the 2 year period leading up to the date of application.
