You saying we can send the paperworks by post ...i may do that but Im not sure which office to send and then i dont have idea still what is the passport application form and also how much does it cost to get this passport?

yes you can send all paperwork by LBC and include a prepaid LBC envelope for them to return it all too you .

the cost of a child passport is about 6000 pesos
