Needs advice on ILR application who entered UK with work permit

Here's the scenario of my friend. She arrived in the UK on working permit on Jan. 23, 2006 which visa expires on Dec. 2009 (48monts work contract). She applied for Further Leave to Remain on Nov 2009 and was granted effective from Nov. 11, 2009 till Nov. 11, 2011.

Now, she is five years already from the time she entered UK. Is it alright to apply for ILR next month since she reached the five years qualifying period or she needs to apply 28 days before her visa expires..

According to the UKBA information she can apply 28 days before the end of the qualifying period (5 years) for ILR. (That may or may not be same as visa expiration )
