Obtaining a provisional driving license

Hi all,

just wondering if my wife can get a provisional driving license on a visit visa or does she have to wait until we get the spouse visa?

Not quite as quick simple as it used to be, but with compliant ID's and documents and
ability to have passport with DVLA for between 4-8 weeks then it's OK
