with regards to the passport size picture to be submitted in visa application, Is it taken digitally or really taken as film and have it develop?. with name tag on it?

Ideally the letter should be typed.

The passport photo can be either, just as long as it meets the stated requirements.
Not many of the people I know have passport photo using film. Nearly always digital.
Don't know what you mean by 'name tag', but whatever that is I would say no. The requirements for passport photo's are very specific and very strict.
