I expect the 'local police' are extorting money from them as this is a normal arrangement in The Philippines
As for the Norwegian guy being unfortunate being in the wrong place at the wrong time, more like a 'meal ticket' being in the wrong place, wrong time
For sure they would not incarcerate a local on a whim without thinking they cld get something out of it
