My best friend might visit for a few days, would she still need a visa?

My best friend is thinking of visiting for just a few days at the end of August.
She will travel from Kuwait to the UK. Would she still need a visit visa even if she's just visiting for 3, 4 or 5 days?
How does she go and get a visa if it's just for a few days?

We live in Spain. If my wife wants to go shopping in Gibraltar, we have to make an appointment, go to Madrid (700 mile round trip) she then has an interview, pays 150 euros, and if it is granted we can go shopping in Gib for one day.

(NB. not all the monkeys are in Gib ! )
