I don't think she will be able to get a Fiance visa... and no chance to pass thru CFO too. She will be blocked at Immigration in the Philippines.Marry her in UK then

i think you have to be 18 to be able to get a spouse visa, and i've read somewhere that the gov are considering putting the age up to 21 for a spouse visa.
