what a marketing strategy...think it's all around the world. Illegal recruiters/ Fake agencies will do anything just to get some money per head/ applicants. In Pinas, there are also a lot of people (applicants) that despite of the news from the tele, papers, radios even gossips...doesn't consult the POEA first if the agency is registered or not.
