There wouldn't be a problem with these vermin if people didn't give to them. It's the same with the Pikeys they continue with their cheating, conning and thieving lives because mugs pay them to chop trees, pave driveways, soffit exteriors etc.
In Eastern Europe they know exactly how to deal with the Roma - I was at a Prague Metro Station once where a gang of them were annoying and hassling the public - 3 Policemen turned up and gave them a serious going over with their boots and nightsticks. No messing about there
