I was also horrified at that story, is pretty scary. One reason that was cited by the Chinese Media is that a lot of people are afraid to help someone because there have ended up being blamed in the situation, and the same thing is often said to white people in the Philippines not to stop at accidents or such like to help as through corruption you may end up being blamed.
