UKBA english pass rate

can anyone tell me if 'COUNCIL OF EUROPE LEVEL A1' is a pass. my wife scored this in the KET exam but we are not sure if its a pass or not.thanks.

My wife took the TOEIC test. Which is different. But you say A1 level......that sounds like she met the current UKBA requirement but I have to say that I am not familiar with the Council of Europe, no doubt some on here will know...
