thou each visa application is judged on its own merits and past refused shouldn't effect any future applications (unless deception was used) , applying for a 3rd visit visa would probably end up with a refusal to, unless she can convince the ECO that she will return, which is no easy task, also a visit visa is always a bit of a lottery
