Renewing Drivers License in Phil

My wife's D/L issued in 2006, expired a couple of years ago.

We are going to Phil next month.

Can anyone tell us if it is possible to renew the D/L so that it shows she had a D/L from 2006.

The reason is that if one had a D/L when they came to Spain they can change it for a Spanish License. If it was obtained after coming to Spain then they cannot.

yes Mr. Johncar....my nephew just renewed his D/L which also expired for about 2 years and it is so easy now... you can renew it at the mall like SM and Robinsons mall .... it will take only 1 to 2 hrs. ...

I understand where you are coming from but I think you may be out of luck on this one
Your wife can renew her driving licence in Phils. the licence will run for 3 years from her last birthday. There will be a small penalty to pay as she did not renew in 2009. The old licence itself or the paper attachment(which should be surrendered on renewal) is proof of her driving licence from 2006 to 2009.
I am sure that the LTO will not issue a copy of a previous issues licence which expired two years ago. You could request an official to draft a letter stating that the previous licence was valid from 06 to 09 but I don't know for sure if that would help you even if the LTO would assist. There is a scheme in which ofws can avail of a no penalty renewal if their licence expired whilst working abroad.
I am still trying to get a refund of the additional RIFD fee that I paid in Jan 2009,hours before the scheme was scrapped by SC who ordered "immediate refund"

What do you think would happen if my wife finds she has 'lost' her existing DL (even if she subsequently 'finds' it when she makes the application to exchange in Spain ) ?
