    The government will not fulfil its vow to reduce net migration to the tens of thousands by 2015, a think tank says.

    The Institute for Public Policy Research (IPPR) says ministers will not be able to cut immigration as promised.

    Yes it does sound rather ominous.. I hope any reforms will not be unreasonable
