I don't think there's any reason why new rules cannot be introduced at anytime after April.
Lots of people waiting on this one. I still wonder exactly how it will work and on what basis.
I wonder if where you live will have any influence. Decisions based solely on gross income seems to be a retrograde step to me. It doesn't give a good enough indication of financial viability.
