It's the CNI actually, the Philippines only calls it Legal Capacity but really it's the same thing. You need to get it from your local council, I think you need to make an appointment first over the phone through your local council, then they will put it on the notice board for approximately 21 days, but with my husband who is from Huddersfield it only took him over 10 days when he got it. After you got the CNI made from the UK, you need to make an appointment with the British Embassy in Manila to get a Local version made by them because the Philippines will not accept the one that's made from the UK.
