Tanga talks of what is stated on the application form. I am guessing that the law quoted by Steve above is "promulgated" further by the designated person (s) i.e. the competent authority, in charge that had responsibility for the created form. I mean, where did the bit come from about refusing a gun license to anyone whose name sounds foreign.
My interpretation is that it definitely isn't allowed. It just doesn't say so in a clear succinct statement. Presumably the prerogative of the current Philippine regime. But by the same token, one wonders if it is applied equally the same in every district?Surely it would be much easier to simply say it's not allowed if it were the case?
