They - the UKBA ... or rather, the British Embassy official (since your wife is in the Phils) who sent such an *email to her - ought to be the party being "told off" for *its "threatening" implication.

It's outrageous! Naturally you'll have nowhere near the same amount of money as you had in your savings account - before it was [considerably] depleted by the WHOPPING sum charged for a Settlement Visa fee!
