Those are the scores that you need to obtain. I am not sure much if it means you passed if you go lower than 4 in each component. I think, ask Sir Terpe on this or Sir Joebloggs, Sir Arthur Little and the rest of the headmasters.

Try to send an email to publicvisaenqs@homeoffice.gsi.gov.uk asking about the band score you obtain if its accepted for the visa you are applying cos as far as I know and what was stated in the link I provided is you need to get flat 4.0 in all components in IELTS.
If they will say you didnt meet the English test requirement then I am afraid to say that you might take the exam again.
