Does anyone know can I book Lolita's flight to the UK from here? In this ticketless age I would have thought it possible. If not, I can send the money to the Phils for her to buy the ticket from Cebu.

Absolutely you can, I would recommend not booking with the airlines directly, as some of them create quite a few hoops to jump through in terms of fraud prevention. Booking through someone like Expedia or such like doesn't draw the same hassle.
www.kayak.co.uk is a good website to start with. Set the flexibility to maximum as prices vary day by day.
If booked from the UK you will have to pay travel tax when you are at Manila airport, also if she is travelling without you and it is booked on your credit card, she may have to provide a signed photocopy of the card used.
I would recommend Expedia.
