Second thoughts...a TOURING caravan. Hmm. Not sure whether the UKBA would be too impressed by that.
I think your partner may have to be prepared to make some changes to his lifestyle (even if temporary) to keep the box-ticking civil servants at UKBA happy.
I would rent a cheap flat and get a tenancy agreement.

personaly i would doubt it would be ok, its a touring caravan, not even a static or mobile home,infact not much different to a tent,
and most caravan sites you are not leagaly allowed to stay all of 12 months a year,
how can he even think to bring you to such a thing, have you any idea how rough this would be for you during the winter months, how can he treat you like this, and in this uk climate, you would have a big shock, i cant believe he would risk your health like this

Sorry to say, but UKBA will no longer accept a touring caravan as suitable accommodation.
They will accept 'mobile homes' / 'static caravans'.
I think for the purposes of the settlement visa you will need to rent a small flat or room share in a multiple occupancy house, or even stay with family or friends etc.
At least for a while.
