My fiance received this today after sending an email last Saturday to
ManilaVisaEnquiries@fco.gov.uk that we found in the complaints page of the UKBA.

Thank you for your email of 26 May concerning the visa refusal of your fiancee, Ms melovesengland.
Please note that due to the
Data Protection Act, we can only discuss personal details with individual visa applicants or their authorized representative. In the absence of confirmation from Ms melovesengland that she is happy for you to act on her behalf, we are unable to provide you with further information regarding her visa application.
Your email, however, has been forwarded to the Entry Clearance Manager (ECM) for reconsideration. We will send a response directly to the applicant as soon as we receive an advice from the ECM when her visa application has been reconsidered.
