Yes, if I'd bred like a rabbit, signed on the dole and done a few burglaries and drug deals, or just not paid my rent and been made homeless...(having been born here of course. Asylum seekers etc don't even have to put in THAT much effort).
Such behaviour puts you to the top of the list and everyone else gets pushed further down.
